Construction site fencing

Fencing construction sites is intended to protect both workers and the public, which is why the legislature requires fencing of various construction sites.

 Construction site fencing is required to address several main goals, which are:

  •  Public protection.

  •  Employee protection.

  •  Environmental protection.

  •  Website security.

 In addition, construction site fencing is intended to serve temporarily as protection against various physical damage during activities such as demolition, excavation, construction, bare sites of construction materials, and maintenance. Fencing also serves to secure the site itself. To the extent practical, the public should be prevented from entering construction/work sites and from approaching work activities at the various sites. When this is not practical, preventive measures should be taken at the sites themselves to prevent and minimize potential risks from the public.


 The following specific risks that arise and exist on construction sites must be taken into account, including, but not limited to, the following works: 

  •  Open excavations

  •  Openings and pits

  •  Fall from a height/falling objects

  •  Machinery and vehicles

  •  dust

  •  Harmful noise

  •  Electrical hazards

  •  Access to hazardous materials, flammable materials, equipment and areas without human supervision

  •  Activity or exposure to equipment at work

  •  Construction waste, such as packaging of hazardous materials, asbestos residues

Requirements for fencing construction sites are included in the legislation in several places, as we will see below.
The definition of construction and engineering construction appears in the Occupational Safety Ordinance.
In addition to the construction site itself, there are additional areas associated with it and forming an integral part, such as: areas where construction materials and parts are held. Areas where preparatory work is carried out, equipment parts are assembled before being transferred to the construction/construction areas, etc.

 The requirements for installing safety protection measures appear in the following legislation:
Planning and Building Regulations (Application for Permit, Conditions and Fees) 1970
Occupational Safety Regulations (Construction Work), 1988:
Occupational Safety Regulations (Work on Fragile or Steep Roofs), 1986, Regulation 11. Fencing to Prevent Access
Municipalities Ordinance [New Version]
Occupational Safety Regulations (Work at Heights), 5767-2007
Standards Institute Specification - MPMK 406: Lining of excavations, pits and trenches for worker protection

Planning the work on the site should include planning appropriate construction site fencing and implementing it before work begins on the site, in order to prevent public entry and the possibility of injury.
The choice of type of fencing will depend on the requirements of legislation, licensing, and local conditions.

When choosing a hedge, the following issues should also be considered:
The proximity of the work site to public areas (residential areas, shopping centers)
Proximity to areas where there are children or in places where there is a population with low awareness of risks (proximity to schools, kindergartens).
The hazards, their type, size and nature in the work areas.
Duration of work.
Possible location for installation of the perimeter fence and security requirements, presence of existing fencing.
Determining the type of fence required.

Construction site fencing

The fencing system should surround the entire work area/site; the fencing should not obstruct the field of vision of road users/drivers.
When fencing construction sites, care must be taken not to obscure traffic lights, signs and markings, pedestrian crossings, and/or vehicle entry and exit from the work site.
The entrance gates to the work sites will open inward.

Additionally required:
Installation of general warning signs/signs related to the types of work.
Danger signage for pedestrians/passers-by and directing them to safe walking/crossing paths.
Leaving a width of at least 1.5 meters between the fence and the road for pedestrian crossing, without obstacles and/or dangers.

  •  Rigid fence – sealed 
  •  Barrier fence 
  •  Head protection canopy - pedestrian crossing
