The checklists below are intended to serve as tools for examining compliance with regulatory requirements in practice, and not just at a formal level.
They allow for a systematic examination of whether the threshold conditions, control mechanisms, appointment of officials, and conduct on the site are actually met, and where gaps exist that require treatment.
The use of checklists is suitable for both the preparation phase before starting work and for ongoing monitoring during the project, and allows for a clear picture of compliance with requirements and the risks derived from this.
The checklists are not intended for one-time use only, but for performing repeated inspections at key points in the project: before work begins, during a significant change in planning or execution, after a safety incident, and on an ongoing basis.

Job Ordering/Entrepreneur Checklist
This checklist allows the client to examine whether the threshold conditions for operating the project are met in practice, and not just at a declarative level. It focuses on the critical control points that are the responsibility of the developer, which will be examined in the event of an incident - both operational and legal.

This checklist allows the construction operator to examine whether the site's operating and management conditions are actually being met on the ground. It focuses on the actual implementation of the safety plan, the appointment of role holders, and the ability to demonstrate control, monitoring, and documentation throughout the execution of the work.
Contractor/Construction Operation Checklist

This checklist is designed to examine the soundness of the control mechanism on behalf of the client, and the existence of ongoing, independent, and documented control throughout the life of the project. It focuses on the ability to demonstrate that control was actually performed, on time, and in a demonstrable manner.
Safety Inspector Checklist

This checklist is designed to examine the existence of the additional layer of control required in large projects, and the site manager's ability to oversee the implementation of risk responses in practice. The emphasis is on periodic control, documentation, and the exercise of authority in real time.
Website Administrator Checklist

This checklist allows for a centralized review of compliance with the threshold conditions and core components required to operate the site. It reflects an overall picture of the project, and helps identify material gaps that may affect the ability to operate the site legally and manage the risks in practice.

Compliance testing as a management process
The checklists are not intended to be used solely as a checklist, but as a tool for systematically examining how the project is actually managed.
Compliance with requirements is not reflected in the existence of documents or appointments, but in connecting them into one working system - including a plan, resources, role holders, control, and documentation.
In many cases, the gap is not in a single clause, but in a mismatch between components: a plan that is not implemented, an appointment that is not supported by performance, or control that is not translated into action.
Regular and structured testing using checklists allows gaps to be identified in real time, and ensures that the requirements are met in practice and not just on a formal level.
